Senator Costello moved the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Costello offered Amendment No. 1 : Page 1, line 9, following "PARTIES].": Insert "The minority is entitled to the number of seats on the council that is proportional to the number of minority members compared to the total house membership or to one seat, whichever is greater. In calculating the number of seats the minority is entitled to, fractional numbers that represent the minority proportional entitlement to a seat shall be ignored." Senator Costello moved for the adoption of Amendment No. 1. Senator Begich objected, then withdrew his objection.
